these are a masonry anchor used in base material like concrete, block, brick, stone & marble.  Simply drill correct hole size , then clean hole and screw in the Screw Countersunk Bolt.  Countersunk Screw Bolts are used were a flush finish is required.  
Great for close edge applications as the cutting thread action doesn't expand or put pressure on the surrounding base material.
